With business architecture in place there is defining state of the agency, a vision of where they want to stand in the future and common strategies and a successful execution.

As mentioned in TOGAF Phases Description, Business Architecture is prerequisite for other domains of architecture such as informational and technology architecture.
Each department in an educational agency has its own responsibility and roles, but they all have to find a common vision aligned to their agency mission.
We have Human Resources which "coordinates the program recruitment, medical examinations medical examinations, testing, performance evaluation, employee discipline and counseling, credentials, and contract management for employees; and committed to teamwork, collaboration, and cross-training job functions to provide optimum services for students, staff, and community"
In Real State/Facilities "quantify, the impacts of new residential development on the Elementary School District’s school facilities"
Both have different roles and responsibilities, but both have a same vision of providing students and staff with the best services.
